An international agreement for access to and financing of technologies for developing countries

What provisions should a post-2012 climate agreement include to ensure development of climate-friendly technology as well as its deployment? What relationship should such provisions have to an overall cap and trade agreement? How can incentives for innovation be combined with credible, inclusive access to new technology for less developed countries?

A major effort for climate-related technological development

What is needed to promote private, long-term investment in climate-related technology research, development and innovation? What forms of government/private partnerships have been shown to work, if any? For deployment and dissemination, is a combination of market support and CDM feasible? What are the principle obstacles to technology transfer and how can they be effectively surmounted?

What are the key technological challenges and what is needed to overcome them?

Using low- or zero-carbon solutions for transport and power generation as examples, what is needed to acquire and implement them? Is higher government expenditure on long-term research, development and innovation a prerequisite? What other policies can pave the way for long-term development of new solutions?

What lessons can be drawn from the development aid experience? What characterises efficient funding, and what is special about funding for climate technology? Is CDM effective, and how can it be improved? What would be crucial to make a Global Climate Fund work? Are there other models?

How to build the domestic coalitions needed for transformational politics and technological development?

|
For industrialised countries, how can a deal be struck that aligns efforts for mitigation with interests of voters, workers and business? What are the domestic alliances that can make a zero-emission economy politically feasible?
